All parks are open year round from sunrise to sunset unless
otherwise stated.
ARCHERY RANGE POOL
Nestled in wooded hills, Archery Range Park features a junior
Olympic-sized pool and training pool. As well as public swimming, the pool
offers programs such as children's and adult swimming lessons, aquasize (water
aerobics), and private pool party rentals. The facility is open seasonally from
Memorial Day to Labor Day.
This park gets its name from earlier times when Cub Coup
airplanes landed on the airstrip formerly here. This quite, neighborhood park
contains a picnic area, playground, and basketball court. It is located on the
eastern tip of Aviation Road.
BIG CHERRY RESERVOIR
This 2200 acre park features a 250 acre lake. Fishermen can
catch a variety of fish including Bass, Trout, and Muskie. Seasonally, hunting
is permitted. Those persons wishing to participate in these activities must
purchase a
Big
Cherry Use Permit at the Town Hall. Big Cherry Reservoir is accessible by
four-wheel drive vehicle only.
BULLITT PARK
A wide variety of recreational facilities are available at
Bullitt Park. Located on the winding Powell River, the park features a 3,500
seating football stadium, picnic shelters, Greenbelt Walking
Trail (lighted), playground, and much,
much, more! The main entrance is at the north end of East 1st Street.
CADET PARK
Cadet Park is one of the town's newest facilities. This
neighborhood park features a playground, basketball court, picnic area and play
field. The park is located on Main Ave.
CARNES GYM & FIELD
Recreational activities are available year round at Carnes Gym.
Opportunities for fun include basketball, aerobics,
volleyball, and dance. Carnes gym is located within the Town Hall at 505 East
5th Street South.
Located directly behind the Town Hall, Carnes Gym Field offers
wide open spaces for group activities. One annual activity is the soccer league.
FROG LEVEL PARK
Adjacent to the Powell River, the park is the site of the summer
softball league. Additionally, the park provides open space for playing
football, frisbee, and other fun activities. Frog Level Park is located on
Alternate Route 58 west.
ITALY BOTTOM PARK
This neighborhood park is frequented by young and old alike.
Whether enjoying a game of volleyball or just picnicking, Italy Bottom Park has
something for everyone. The park is located on East 6th Street.
MEADOR COAL MUSEUM
Began by the late Harry W. Meador, this quaint museum is
dedicated to our coal mining region. A variety of artifacts about the industry
and the coal miner are on display. The
Meador
Coal Museum is owned by Westmoreland Coal Company and operated by the Big
Stone Gap Department of Parks and Recreation. The museum is open year round,
Wednesday-Saturday from 10:00 - 5:00; Sunday 1:00 - 5:00. The museum is normally
closed on Monday and Tuesday, However, special arrangements can be made if you
telephone us in advance at 276-523-9209. The museum is located on the corner of
Shawnee Avenue and East 2nd Street.
MINER'S PARK
As the focal point of Big Stone
Gap, Miner's Park provides a delightful atmosphere to sit and reflect upon the
town's heritage. The coal miner statue, at its center, is dedicated to the
citizens of the area. Summer events include concerts on the bricked terrace.
Miners Park is located on the comer of East 5th Street and Wood Avenue.
A. K. FRALEY PARK
A partially shaded, paved, and lighted path make this park an
excellent place to walk by the river and feed the ducks. Benches and picnic
tables are also provided. This park, located on Spring Street across from the
Glencoe Cemetery, is open 24 hours a day year round. Land for this park was
donated by the Fraley family in honor of Arnold K. Fraley, a prominent Big Stone
Gap business man.

The following list is subject to change and will be periodically
reviewed and updated.
RESERVATIONS
-
Applies to reservation of any park and/or its facility:
-
Facilities are designed for their intended use. I.E. the
gymnasium is for playing basketball. Any use beyond implied intended use must
be approved by the Parks Director.

Reservations may be made by telephone (276)523-0115,
extension 121, or in
person at the Parks and Recreation office located in the Town Hall. Renter
must make appropriate payment within five working days after making a
reservation
-
Reservations are on a first come first serve basis.
Reservations for an upcoming year may not be made until after February 15th of
that year.
-
Reservations may not be made for more than two consecutive
days without prior permission from the Parks Director.
-
Reservation time includes all set-up and break-down times.
-
Groups of 50 or more who rent a pavilion must pay a $50.00
cleanup deposit. This deposit will be refunded if the pavilion area is cleaned
up after renter use.
-
Renter must complete and sign a park user permit in order to
guarantee a reservation. Rental agreements/contacts are subject to approval by
the Parks Director.
-
The Parks and Recreation Director reserves the right to deny
or cancel any function which does not follow established policies, state laws,
and regulations.
FEES
-
A general fee schedule will be available on January 1st of
each year.
-
Cancellation and return of deposit will be accepted with 24
hour notice.
-
All checks should be made payable to "B.S.G. Parks and
Recreation".
-
A non-Town of Big Stone Gap resident fee or rate may be
charged for facility use.
-
Fees are subject to change without notice.
-
Fees may be waived by the Parks Director for groups that are
holding activities that benefit the underprivileged.
DAMAGE/SAFETY
-
Renters and users are to be held responsible for all damage
incurred during and caused by their use of facilities. Monetary charges will
be made and legal action may be taken.
-
Renters and users are to be held responsible for all undue
trash pick-up and other clean-up following and caused by their use.
-
Insurance, security, and parking personnel for a function are
the responsibility of the renter(s). Additional personnel and/or procedures
may be required of the renter(s) by the Parks Director.
-
The Town of Big Stone Gap is not liable for personal property
damage incurred during private functions, including tournaments.
-
At the commencement of any indoor event holding more then 200
people, the State Fire Marshall=s announcement will be made by the renter.
-
Glass bottles of any kind are prohibited in all parks.
-
No unauthorized vehicles allowed on the track at Bullitt Park.
CONDUCT
-
Disorderly conduct, including profanity and fighting, is
prohibited. Employees and/or police may enforce.
-
Alcoholic beverages are prohibited at all times in all parks.
Employees and/or police may enforce.
-
Drugs and/or persons under the influence thereof are
prohibited. Employees and/or police may enforce.
-
Weapons are prohibited on or in all parks. Firearms are
allowed within the boundaries of Big Cherry Reservoir during appropriate
hunting season.
-
Any destruction of property, unintentional or intentional,
will be charged to the individual(s) responsible for damages. Legal action may
be taken.
SPECIAL USE
-
Fund raising is not allowed unless approved by the Parks
Director.
-
Concession sales must have prior approval from the Parks
Director. A seller's fee may be applicable in some cases.
-
Users are responsible for special permits, licenses,
insurance, and taxes involved in their particular use of facilities.
-
It is the responsibility of the renter to make arrangements
for equipment such as tables, chairs, sound systems, etc.
-
All decorations must meet prior approval of the Parks
director.
-
Any group using the park for organized activities must submit
their schedule in writing to the Parks Director at least one month prior to
the start of the events.
-
Users and/or sponsors are responsible for their own
advertising and must provide the Parks Director with this information for
persons who make inquiries to the Parks and Recreation staff.
-
Any special needs must be discussed with and approved by the
Parks Director.
POLICY VIOLATIONS/PENALTIES
Any person in violation of rules and policies will receive one
or a combination of the following:
-
verbal warning
-
eviction from the premises
-
appropriate law enforcement or legal action
-
and/or loss of rights to future rentals and/or use of Big
Stone Gap park facilities.
Complaints and/or appeals to the policies must be submitted in
